The proposals listed below establish the program for JWST’s second year of science operations. Approximately 5,000 hours of prime time and up to 1,215 hours of parallel time were awarded to observing programs in this Cycle 2. STScI hosted the Cycle 2 Telescope Allocation Committee in April 2023. The meeting was held in three stages:

• The smallest proposals (<15 hours duration) were distributed to 197 external reviewers who graded them independently;
• The remaining small proposals (15 to 25 hours) and medium proposals (>25 to 75 hours) were reviewed by topical panels, meeting virtually from April 17^th to 20^th;
• And the Large (>75 hours), Treasury and Legacy proposals were reviewed by the Executive Committee, comprising the topical panel chairs, at-large members and the TAC Chair, who met in person at STScI from April 24^th to 27^th.
